Director of Member Engagement

Yolanda Mancari is the Director of Member Engagement for PerformCare's operations in New Jersey, which serves as the contracted systems administrator for the New Jersey Children's System of Care. She was appointed to this role in September 2015, having formerly served as the Director of New Business Activation since joining PerformCare in July 2013.

As director of the newly established Member Engagement department, her primary role is leading the implementation of the strategic vision for all services impacting individuals within the New Jersey Children's System of Care. Ms. Mancari's exceptional professional achievements align directly with PerformCare's focus on consumer advocacy, program development and implementation, safety and risk management, and regulatory compliance.

A talented, solution-oriented operations executive, Ms. Mancari began her career at the onset of deinstitutionalization in New Jersey. For more than 30 years she has been dedicated to improving lives through adherence to standard operating practices that ensure safe, high-quality therapeutic service delivery.

Prior to joining PerformCare, Ms. Mancari served as confidential assistant to the deputy commissioner of DHS' Services for People with Disabilities, and as chief of the Office of Public Safety and Risk Management for the New Jersey Department of Human Services (DHS), which included more than 15,000 employees and oversight of five hospitals and six developmental centers.

Her previous experience also includes serving as chief operating officer for South Jersey Behavioral Health Resources Inc., one of the largest mental health providers in southern New Jersey. Under her direction, the organization reduced overtime costs by 25 percent, implemented a 100 percent Medicaid-compliant electronic health record system, and developed risk management, safety and security plans to achieve full state and federal compliance. Most notably, Ms. Mancari was instrumental in designing an enhanced supportive housing program recognized as a model program for adult mental health consumers in New Jersey with serious medical conditions, leveraging more than $1 million in new operations for this initiative.

Ms. Mancari worked for SERV for 19 years in many roles, including Assistant Residential Coordinator, Residential Coordinator, Safety Officer, Quality Coordinator and Vice President of Quality. While she was Vice President of Quality for SERV Behavioral Health System, Ms. Mancari successfully developed and managed multiple residential sites, including group homes, respite programs, supervised apartment programs and supportive housing programs, throughout New Jersey. Her expertise in strategic planning and quality improvement ensured the sites satisfied regulatory compliance requirements for licensure, certification and accreditation.

A certified social worker and certified professional in health care quality, Ms. Mancari earned her Bachelor of Science in sociology from Pennsylvania-based King's College.
